In its current form, the Events By-law focuses on liability and regulation, rather than facilitation and support of initiatives that work for positive change in our city.
In the words of Kirsten Wilkins:
"The City's events by-law should not simply be yet another disabling policy that drains funding and enthusiasm from both city and citizen. Rather it should at its very core acknowledge that an enabling environment where citizens can gather and meaningfully move forward in community is what is required. A middle ground must be found where organizations trying to effect positive change can be assisted and enabled to do so on behalf of a resource constrained local authority. Events are our most tangible form community participation and should be dealt with as valuable and necessary"
